California regulations require that the IEP team be supported by a Behavior Intervention Case Manager (BICM) in the development of a positive behavior intervention plan (PBIS) based on a functional analysis assessment when addressing a serious behavior problem. A serious behavior problem is defined as one which poses a danger to the student or others or pervasive maladaptive behavior, and the behaviors have not responded to previous behavior interventions specified in the IEP.

The West End SELPA provides BICM training and certification to staff in the member districts. A recommendation for training is required from the District Director of Special Education.
